The Board of Directors approved the establishment of a single family infill housing program within the City of Watertown. The Watertown Local Development Corporation contributed $500,000 to establishing a revolving line of credit to finance the costs of development the housing. Sales revenue from the homes would be used to replenish the line of credit. This pilot program is a partnership between the Watertown Local Development Corporation, the Development Authority of the North Country, the City of Watertown to address the housing shortage created by the influx of new soldiers and families to Fort Drum.

The Development Authority of the North Country has been working with the Fort Drum Regional Liaison Organization and community leaders to design a program that can produce homes within an affordable price range that is not currently being offered by the private market within the City of Watertown and surrounding villages by taking advantage of existing infrastructure and affordable building sites.
